New Delhi, September 10, 2026: The Adani Group and Abu Dhabi-based International Holding Company (IHC) have signed agreements with the Odisha government to explore 14 projects involving an estimated investment of ₹2.1 lakh crore, marking one of the state's biggest proposed investment pushes.
The agreements were discussed during Odisha Chief Minister Mohan Charan Majhi's UAE investor outreach, as the state looks to attract large-scale investments across manufacturing, minerals, infrastructure, energy and emerging technology sectors.
₹2.1 Lakh Crore Investment Pipeline Across Multiple Industries
The proposed projects cover a wide range of industries, including mining and metals, iron ore beneficiation, industrial parks, critical minerals, shipbuilding, renewable energy equipment, AI data centres, petrochemicals, healthcare and food processing.
Among the biggest proposals is a ₹50,000 crore hyperscale AI data centre hub at Naraj. Another major proposal is a ₹40,000 crore coal-to-chemicals complex at Bedabahal.
The investment plan also includes a ₹25,000 crore iron-ore beneficiation, slurry and pellet chain and another ₹25,000 crore renewable-energy storage and equipment-manufacturing platform.
₹20,000 Crore Shipbuilding and Green Ship Recycling Cluster
One of the key industrial proposals is a ₹20,000 crore shipbuilding, ship-repair and green ship-recycling cluster.
The project could add a new maritime manufacturing and services dimension to Odisha's port-led industrial strategy and strengthen the state's position in India's growing maritime economy.
The proposed investment portfolio also includes a ₹10,000 crore petrochemical downstream and packaging park at Paradip and a ₹5,000 crore industrial park and SEZ at Dhamra.
Critical Minerals and Rare Earths in Focus
Critical minerals and rare earth elements have emerged as an important part of the investment strategy.
The Adani-IHC proposals include a ₹5,000 crore Odisha Rare Earth Corridor and Critical Minerals Park, aimed at developing industrial activity around strategically important minerals.
The focus comes as India seeks to strengthen domestic supply chains for minerals that are increasingly important for sectors such as renewable energy, electronics, batteries and advanced manufacturing.
Food Processing and UAE Market Access
The proposed investment package also extends beyond heavy industry.
An estimated ₹5,500 crore UAE-focused integrated food and agro-processing park has been proposed to help Odisha's agricultural and processed-food products reach Gulf markets.
The Odisha government has also been discussing stronger export opportunities for products including turmeric, ginger, seafood and processed food during its UAE outreach.
Potential Employment Impact
The proposed projects could generate significant employment if they move ahead.
Reports indicate potential employment of around 8.7 lakh people, including approximately 1.9 lakh direct or on-site jobs, 4 lakh indirect jobs and 2.8 lakh construction-related jobs.
However, these figures are estimates and should not be treated as confirmed employment numbers. The projects remain subject to feasibility studies, due diligence, statutory approvals and definitive agreements.
Why the Odisha Investment Matters
The proposed Adani-IHC investment could have a broader impact on Odisha's industrial ecosystem.
The projects span traditional industries such as mining, metals and petrochemicals while also targeting newer sectors including AI infrastructure, renewable-energy equipment, critical minerals and sustainable urban development.
For Odisha, the proposals could support industrial diversification, attract global capital and create new opportunities around ports, manufacturing and value-added processing.
For the Adani Group and IHC, the proposed projects could deepen their partnership across strategic sectors in one of India's resource-rich and rapidly developing industrial states.
A Major Industrial Push, But Execution Will Be Key
The ₹2.1 lakh crore figure represents a significant proposed investment pipeline, but actual implementation will depend on project feasibility, government approvals, financing and final agreements.
If executed successfully, the projects could strengthen Odisha's position as a major destination for manufacturing, infrastructure, energy, technology and critical-mineral industries.
For now, the announcements signal a major expansion of investment ambitions between Odisha, the Adani Group and IHC, with the next focus likely to be on converting the proposed projects into executable investments.
